Weissport has a single Flock camera watching its busiest intersection. It claims it does not know about the camera.
Weissport is a very small Borough that lives practically underneath Franklin and Lehighton. Despite this, it has a Flock camera that watches whoever crosses its largest intersection.
The intersection in question is that of Canal St and Main Road, and while the intersection itself rests in Franklin Township, the lone Flock camera sits just beyond the canal and right before the train tracks. It faces the canal and uploads the location of everyone who wanted to see the ducks that day to Flock's central network.
Interestingly, Weissport claims it does not have any contracts with Flock Safety. Its completed RTK Request is a single underwhelming line that denies any ownership, control, or knowledge of the camera, which seems to pin responsibility entirely on its neighbor, Franklin Township, who is already known to have contracts with other municipalities that control cameras. It's likely they were able to install this one, too.

Pursuant to the Pennsylvania Right-to-Know Law, 65 P.S. § 67.101 et seq., I am requesting copies of the following records:
1. Any and all current contracts, master service agreements, purchase orders, or renewal agreements between Weissport Borough and Flock Safety, Inc. (or its affiliates), including all attachments, exhibits, addenda, and pricing schedules.
2. Any written policy, standard operating procedure, or directive governing the Police Department's use of Automated License Plate Reader (ALPR) technology, including but not limited to data retention, data sharing with outside agencies, and access authorization.
3. Any audit reports, usage reports, or compliance reports generated by Flock Safety or by Weissport Borough regarding the department's ALPR system, including any records of which outside agencies (local, state, or federal) have query or data-sharing access to the department's camera network.
4. Any correspondence between Weissport Borough/the Police Department and Flock Safety, Inc. regarding data sharing settings, security incidents, or vulnerability disclosures, dated within the last 24 months.
If any portion of this request is denied, please cite the specific statutory exemption relied upon for each record withheld, per 65 P.S. § 67.903, and provide access to any reasonably segregable portion of a record.
