Franklin Township keeps a close eye on Lehighton with its cameras near the McCall Bridge and Lehigh Canal Park.
Franklin Township rests to the East of Lehighton and Weissport Boroughs, where it also has four cameras within its borders. These cameras record those who get on the turnpike, reach the end of Route 248, or find themselves on Maury Road near Long Run, for some reason.
Franklin Township has responded to both of my Right-to-Know requests, but I'm not really getting clear answers.
In their first response, Franklin Township provided a license agreement between it and the owner of the Lehigh Canal Park in Weissport that allows Flock to put a camera there. Their response also provided a copy of their Lehighton-Franklin agreement. Their response to my second request also attached a copy of their license agreement between the Township and the owner of the land near Maury Rd and Long Run Rd. These three records would seem to confirm the locations of Franklin's three cameras, since the first records request revealed their Flock invoices are for three cameras.
The rest of their response to my second request is where things start falling apart. Their response states the following: "I believe the information regarding the camera located on Maury Road has been included in the response to your initial request. I have attached the requested information for that camera. Regarding the other camera locations, Officer Doll advised that those cameras are located on PennDOT-owned property, and the agreements for their use are between PennDOT and FLOCK. Franklin Township was not involved in those communications or agreements."
This information does not follow the rest of their responses at all. Their response states that each camera in Franklin Township other than the one on Maury Rd is operated by PennDOT, specifically the ones near the Turnpike, at Rte 248/209, Rte 443/McCall Bridge, and Canal St/Main Rd.
The previous records request directy contradics this statement. We now have an invoice for three Flock cameras, and three agreements between Franklin Township and three different property owners. How can they state that they do not operate those cameras while owning records that prove otherwise? They state, "those cameras are located on PennDOT-owned property," but the license agreements are between three different property owners, none of which are PennDOT.
It's possible that, since earlier in their response they reference "[my] initial request," the "other cameras" were referencing those that Franklin does not have license agreements for, but this is unclear in their response since they immediately follow with "the camera locations provided by Officer Doll." It's not proper to reference "the other camera locations," followed by "the camera locations," and expect the reader to understand the "other" camera locations exclude the ones outlined in a completely separate communication, while "the" camera locations in the following paragraph include the whole of known cameras in the Township.
I honestly don't even know what to do with this information. I mean, it seems like they fulfilled my request with all necessary information. They provided the locations of cameras on Township property, provided the license agreement for Maury Rd, and affirmed that they have no records of cameras near the Turnpike. Despite its contradictory nature and unclear structure, I have all of the records I need to confirm camera locations throughout Franklin Township.
One last thing, I find it interesting that PennDOT would own the land along Rte 248 to put the camera there, but I'm not really familiar with how that works. It is a state route, so it's perfectly plausible for them to do so.

Pursuant to the Pennsylvania Right-to-Know Law (65 P.S. § 67.101 et seq.), I request copies of the following records, in the native electronic format (e.g., CSV or spreadsheet) in which each is generated by the Flock Safety software:
1. The Organization Audit Log reflecting all searches conducted by Chief Jason Doll, Detective Roberts, Officer Buonaiutona, Officer Lekka, Officer Green, or any other authorized user of Franklin Township's account using the ALPR camera system, from the date each account was established in Flock's system (or the earliest date for which such records exist) through the date this request is processed, including all available fields (user, date/time, search parameters, reason).
2. The Network Audit Log reflecting searches of Franklin Township's ALPR camera data conducted by personnel of other agencies through network-sharing arrangements, for the same period.
3. The "Shared Networks" report from Franklin Township's Flock Network Sharing dashboard, showing every organization Franklin Township's account currently shares data to or receives data from, including associated permissions and share date — including any federal agency (ICE, CBP, DHS) or out-of-state agency.
4. Franklin Township's current Network Sharing preferences for each network it owns, including any auto-accept sharing radius, network discoverability settings (fifty miles / statewide / nationwide), and which features (Search, Hot List, VMS, Analytics) are set to auto-share.
5. Any records or screenshots showing Franklin Township's current Flock Safety configuration settings for data retention period, live-stream access, and statewide/nationwide network-sharing participation.
Note: Flock Safety, "Guide to Flock Safety Data for Open Records Laws" (Sept. 3, 2025), states that audit logs are accessed via the agency's Flock admin dashboard "Insights" tab and downloadable as spreadsheets in 31-day increments, and that network-sharing data is downloadable via the "Download CSV" function on the Shared Networks page. The same document advises agencies that exporting these records through Flock's built-in tools "is generally not considered 'creating a new record.'" This request seeks existing, exportable records only.
