Franklin uses Flock cameras to monitor its entrance to the Pennsylvania Turnpike, as well as its Weissport entrance.
Franklin Township rests to the East of Lehighton and Weissport Boroughs, where it also has four cameras within its borders. These cameras record those who get on the turnpike, reach the end of Route 248, or find themselves on Maury Road near Long Run, for some reason.
Other than the four cameras in its borders, Franklin is responsible for at least one other Flock camera in the southern Carbon County area. In its RTK Request, Lehighton Borough admits allowing Franklin to install a camera on Route 248 near the McCall Bridge. Surprisingly, this area (according to Carbon Municipal Borders Online) already rests in Franklin Township's borders, while the Lehighton area starts on the other side of the bridge.
Upon completion of Franklin's RTK request, we should have answers for most of the cameras. Franklin's RTK request is the last request we need to build a solid argument against these cameras to present to our officials.

Pursuant to the Pennsylvania Right-to-Know Law (65 P.S. § 67.101 et seq.), I request copies of the following records:
1. Resolution R-16-2025 as referenced in the Lehighton Borough Council meeting minutes, and any Franklin Township resolution, motion, or meeting minutes reflecting approval of an agreement related to Flock Safety automated license plate reader (ALPR) camera systems.
2. The full text of the “Flock Camera Agreement” referenced in Lehighton Borough Resolution R-16-2025, including all attachments, exhibits, and appendices.
3. Any contract, master service agreement, or purchase agreement between Franklin Township and Flock Safety, Inc. (or its affiliates) for ALPR camera hardware, software, or services.
4. Any intergovernmental cooperation agreement, interlocal agreement, or memorandum of understanding between Franklin Township and any other municipality (including but not limited to Lehighton Borough, Weissport Borough, and Mahoning Township) relating to the installation, operation, funding, or data-sharing of ALPR camera systems.
5. Any records reflecting cost allocation, billing, or payment among municipalities for ALPR camera systems referenced above.
6. Any security audit, vulnerability assessment, or penetration test conducted on, or provided by Flock Safety regarding, the ALPR camera system, including any such audit conducted prior to entering into the agreement referenced above.
7. Any records reflecting known security vulnerabilities, incidents, or breaches involving the ALPR camera system, including any correspondence with Flock Safety regarding such vulnerabilities or incidents.
8. Any access control policy, authorization list, or similar record identifying which individuals, departments, or agencies are authorized to access ALPR camera data or system administration functions.
9. Any records reflecting notification to or from Flock Safety regarding software updates, patches, or security advisories related to the ALPR camera system.
10. Any data sharing agreement, memorandum of understanding, or policy governing access to Flock Safety camera data by other municipalities, police departments, or agencies.
